To be fair I feel that I am not that great at working with them
So we will see how this will go
This is written using Photoshop CS5, though if you have PSP then I'm sure that you can follow the tag

TAG TEMPLATE

Open the PSD version of the template, remove the Credits layer and go to Image >> Canvas Size
Next to either the Width or height box change the cm to pixels and type in 1200 in both boxes
Don't worry we will be resizing at the end
This is so that we have a big enough area to work with
Open your kit of choice

Click on your Shaded Heart and open Delicate Noon Kit (3).jpg
Copy and paste that as a new layer
Ctrl and click on the shaded layer
You need to do this on the small square layer
Select >> Inverse and delete
Either hide or delete the Shaded Heart layer
I have deleted this layer

Open Delicate Noon Kit (14).jpg and do the following steps as above
On the Heart Frame layer choose a suitable colour from your kit
I have gone for #0d336e
Select the layer, delete it, Layer >> New >> Layer and fill that in with your Bucket Tool
Select >> Deslect
Filter >> Add Noise, Amount: 30-50%, check Uniform and Monochromatic and click OK
Double click on that layer and use the Drop Shadow settings below the Supplies information
Click on the below layer, create a new layer, right click and Merge Down

Do the same for the other layers add the same drop shadow and noise to the Inside Oval Frame
and Circle Border Thingy
Below is the list of papers that I have used

Delicate Noon Kit (12)
Delicate Noon Kit (7)
Delicate Noon Kit (15)
Delicate Noon Kit (9)
Delicate Noon Kit (5)

Once done it should look roughly like template below and now it is the template wordart

Click on the image to view at full size

Click on the Beauty layer, click on the move and with the left arrow key move this to about 3-4 times to the left
Open Delicate Noon Kit (26) and use the same steps as the start of this tutorial
Go to Filter >> Eye Candy 4000 >> Glass and mess about the stetting that suit you
Select the layer, create a new layer and Select >> Modify >> Expand
In the box type in 3 and click OK
Fill that in with the same colour as your heart layer, add the same noise and move down one
Apply the same drop shadow as your template

Click on the Wording Background use the same settings (without the expand) above
Apply the same noise and drop shadow
Click on the shines from within layer and this time choose a lighter colour from either your kit or template
I went for #d7edfa
For the Thin Line and Thin Line Background I have done the steps above
Below is the full template done with the wordart

ELEMENTS & TUBE

Place your mouse over the left "blue" circle and copy and paste as a new image
Expand the canvas (look at the start of the tutorial, gone for 500px) and open Delicate Noon Kit (109).png
Copy and paste that as a new layer to your circle layer
Ctrl & T, this will activate your Free Transform
Ciick on the square that you can see, hold down shift, and move to your prefer size
Holding the shift enables the element to move down without restorting it
Select All and cut and paste as a new layer
Move that layer down below
Filter >> MuRa's Meister >> Copies and use the settings below:

Click on the screenshoot to view at full size

Open Delicate Noon Kit (55) and use the settings above
This time use the copies from the image below:

Click on the screenshoot to view at full size

When you hide the circle layer you will see the flower frames that you have done
Hide the background layer, right click on the above layer and merge down
Copy and paste that as a new layer, move down and with your Move Tool postion
I find that using the arrow keys help to position in place
Duplicate that layer and move that below the other circles
Using the arrow keys will help you with the position
Use the same drop shadow settings as the template
Below is what it looks like

Click on the image to view at full size

Place your cursor over the heart layer and click on it
Open your tube layer and this is the layers that I have used
First hide the credit, background and the hairs ornaments layers
I then selected longskirtblue and hide the layer below
Merge Visible the layers and copy and paste that as a new layer
Edit >> Transform >> Flip Horizontal, resize and position to your liking
If you want you can duplicate and Flip Horizontal and move to the other side
Change both layer to Luminosity and the Opacity to 70%
Click on the top the, back to the tube layer copy and paste that as a new layer and resize

I have merged the Beauty shines from within layers together and moved
them all to the top like the image below
This also shows the position of the tube layers

Click on the image to view at full size

To the tube layer apply the drop shadow for tube & element layers
If you want you can use Unsharp Mask, default settings before the drop shadow

Open Delicate Noon Kit (31).png and resize
Copy and past that as a new layer and position
Check my final tag for the position

Below is the order of the other elements that I've used
May use the same element more than once, but it is the order that I have done the lat/elements
Up to you on the size and check my tag for the position
If any of the elements are mirrored the go to Edit >> Transform >> Flip Horizontal

Delicate Noon Kit (37)
Delicate Noon Kit (121)
Delicate Noon Kit (120)
Delicate Noon Kit (49)
Delicate Noon Kit (55)

Hide the background layer, click on any layer, merge visable, apply mask,
(resize to your liking), copy paste as new image, name, copyright and save as PNG
For the mask use what has been said in parts of the tutorial

Hope that I have explained everything clearly
May have one or two mistakes but please remember that this is my first tutorial using a tag template
